Downtime contacts not working

Trying to sort the downtime setting on my daughter’s iPad. I’ve set myself, her Dad and sibling up as allowed contacts during downtime. However it is only allowing her Dad to be contacted. Her sibling and I have an exclamation mark next to her name and it won’t let her message us during downtime.

It says that people known as emergency contacts will automatically be allowed, which I am, so I can’t see why it won’t do it.

What have I done wrong?
