Moving photos from phone to iCloud with current limited phone storage

I purchased more iCloud storage because my phone storage was full. My photo app now says that the restore from iCloud is paused because there isn’t enough phone storage. How do I get my photos and videos to go into cloud storage? I’ve tried deleting a few apps to free up space but my photos are over 61 of my available 64 GB of storage so there’s not much else to get rid of.
