I am unable to upload songs even after making room for new uploads on Apple Music

I am trying to upload 2 songs from my local music. After getting this error (screenshot), I have deleted about 400 songs including other music that was local, and still I get this error. How can I remove uploads to make room for these 2 new uploads? Windows 10 Enterprise / iTunes 12.13.2.3
