This variation is probably a little more extreme than you wanted?
There's really so many different things that can be done as long as you can isolate the various parts you want to "glow". (I'll come back to this.)
I used Light Rays for the circle logo, and Stroke for "Buc-ee's".
There's also something like this using a Glint filter (another Motion filter also not included with FCP :P):
Getting back to my point...
Using the Keyer is a royal PITA for this kind of thing. The irony here is that you can use the Light Rays effect AS a keyer!! ...but it's too difficult to explain how, so I won't.

Like the video, you will need to duplicate your clip and stack it. The un-edited version will be on the bottom.
For each part you need to isolate, you will need a separate clip.
Use scKeyer for a specific color or "area" (like the circular logo). Use the Effects Masks with scKeyer.
For example, you can use an Effects Mask > Shape Mask to select the circular logo, then check the Apply Mask checkbox. Then apply the Light Rays effect and adjust to taste [PS - it helps sometimes if you disable the visibility of the "layers" of clips below the one you're working on, then turn on the base clip to see the effect.]
For the "Buc-ee's", use Effects Mask > Color Mask and select the reds. [In this case, the beaver's cap will also be selected - you can opt to leave that in effect or add a Effects Mask > Shape Mask to "subtract" it from the color mask.]
After the scKeyer, you can add other effects (like Color Board) to make the color more saturated and brighter. Then add the glow/light rays [there are glow filters that do come with FCP...]
This is just 4 stacked clips:
the base, 1 for the circular logo, 1 for buc-ee's and one for the white text.
