Upgrade storage plan

I don't succeed to upgrade my storage plan via PC.

After logging in and choosing a new upgraded plan, I'm getting the HTTP ERROR 403 and "You don't have the user right to view this page, access to buy was denied".

How can I fix it/ purchase an upgraded storage?
