Why Apple Pay it’s not letting me use my bank card , it keep telling update the info

To Apple ID account but its been there for a while already so I don’t understand why apple can’t get the payment for the 200 Gb of $2.99 iCloud storage
It may just need to be updated. Try re-entering the CVV (3 digit security code). Do you see any text in <red> if so, what does it say?
