Upload pictures from google photos to photos mac 9.0

I cannot upload pictures that I stored on google photos to my photos 9.0. I tried to download only one picture as well using google takeout.

An error message appear:

"Impossible, to import the element. This element cannot be added to the photo's library because it could be in an unrecognizable format (but it is .jpg) or the file could contain unvalid data"

Could sameone help me?
