Force restart iPhone - Apple Support
Reset iPhone settings to their defaults - Apple Support
If you see that the message that the maximum number of Apple ID's have been created on your device:
If you see "The maximum number of free accounts have been activated" - Apple Support
If not, let us know what the other issue is.
It just says it cant be created at this time, but i have tried on different days at different times.
