Allow Apps to request to track is greyed out. Says my AppleID is missing my age information. Not ture

IPad Pro 12.9" 4th generation. OS version 17.5 (but happened before this update)

Discovered because cannot play a game connected through Facebook that requires tracking. Have for years. Go to Settings - Privacy and Security - Tracking and the Allow Apps to Track is greyed out. Cannot turn on because says my AppleID is missing my age information. Not true. So no app can track. Went to Personal Information and it has correct birthday (which is way over adulthood) Signed out of iCloud and logged back on. Still cannot turn on tracking permissions. Help please
