The pencil didn’t initially pair with my iPad either—I had to plug it directly into the iPad. It’s been snugly connected to the magnetic strip all day, but I just got an alert that the pencil is at 20% battery. When I connect it to the magnetic strip, there’s no drop down notification that it’s charging.
I tried forgetting the pencil and doing a hard reset, but it didn’t help.

The Apple Pencil (2nd generation) is not compatible with the iPad Pro 13 or 11 inch models that have the new M4 SoC.
You will need to purchase the new Apple Pencil Pro. ◁
No other Apple Pencil is compatible.
