I’ve spend money on purchases and it doesn’t give me what I bought but takes my money

I’ve purchased in game currency in a game before around 5 dollars but said my purchase didn’t go through but it still charged me and it didn’t give me what I purchased. I tried getting a refund and they declined it twice. Today I bought a one-time offer in a game and I tried buying one and it didn’t accept my card so I tried again and it charged me twice for it and I didn’t get anything and I will try to refund but as last time it’s gonna get declined again most likely.
