The same thing is happening here with my 16 GB wifi only iPad 2, and this is my first update in perhaps a year. The IOS7 update makes it to "Updating iCloud settings..." and goes no further. After a while the install fails (I guess) and I have to start over. Always ends the same way, black screen, nothing happening. Start over, same result. BTW I DO NOT USE iCLOUD ANYWAY

Apple please help!

I know it sounds strange but "please be patient". I believe, Apple Team is doing their best to make iCloud servers up and running. In my case, it took them 24 hours to fix everything.btw, you wont't lose anything that was stored in the iCloud before you started the upgrade. I keep my fingers crossed. 😉

The best resolution I have found is to download the "Find My Friends" app. It will require you to accept the terms and conditions of iCloud without the glitch. Worked pretty quickly and painlessly. The only drawback is that I would never use the Find My Friends app. Hope this helps!
