Not enough information.
Is this an AppleWorks question (ie. a question regarding use of the Apple productivity application AppleWorks)?
If so, you're in the right place, but will need to describe the problem in more detail. AppleWorks does not include a "label application," but can produce labels using a "labels layout" in its database module.
If yours is a question regarding a different application, this is not the right forum. More information (ie. the name of the application being used) may help us direct you to an appropriate forum for your question.

I use new label layout to create the name, address information for the label. I click "create" and the label appears. I then go to "windows", click page view and nothing happens. There is no avery template. That is, when I create the duplicates by using "command d" the duplicate do not show and I cannot print the label.

Labels in AppleWorks are created using a Database Layout.
AppleWorks will then create a single label for each visible record in the database, which you can see by going to the Layout menu and choosing Browse. If you have only one record in the DB, you'll get only one label on the page.
Anything you have put into a Labels layout as a fixed object (eg. a pasted in graphic, or some text in a text frame that has been drawn or pasted onto the actual layout) will appear on every label.
If your label layout contains only Field Frames (as it will if you have created the layout using the Labels Assistant (which runs you through a series of questions regarding which data you want to display on each line of the label), the labels will display ONLY the data that is contained in those fields in each record.
Confusing? Probably. No time now, but I'll check back later tonight for further questions and to add some clarifying detail.

Hi again, Morris,
I tend to avoid the "New Labels Layout choice when creating labels as it launches the Labels Assistant, which assumes you want to create something like mailing labels (pages of labels containing different information). Instead, I go to Layout > New Layout... and in the dialogue thet opens, choose Labels. This bypasses the assistant and lets you start with a blank sheet on which you can place all the graphic and text elements of your labels.
AppleWorks uses database records as placeholders to hold the space of each card, so instead of "duplicating" the layout, you need to create a new record (command-R) for each label.
If you are trying to create a set of identical labels (such as return address labels), there's an excellent set of instructions in the User Contributed Tips. In fact, it was the first User Contributed Tip concerning AppleWorks, written by Sharon joiner, with some editing by me. Click the link to go directly to Return Address Labels with AW Database.
