I'll have to investigate that, good point.
In fact I also think it might have to do something with how many messages I get, or the size of the messages. If it's downloading mail for a while it seems to be more willing to confirm that I actually got mail. It might be the old "feature not bug" thing, whereas Mail only notifies you when you got profound quantities worth checking out!
Next thing I check out is the sleep connection...let's see, don't have time to look into it now though.

Carroll...I am in agreement with you in suspecting that this is a timing issue. I too have mentioned that in an earlier post. I put my computer to sleep on a fairly consistent basis when I am not here. There is no difference when I awaken it...Sometimes (like this morning with only 2 messages) the sound played. Now silence again. No matter how many messages or size of message. If I go into preferences right now (which I will do in a moment) and reselect my New Mail sound, it will once again play...briefly. I will do that now and send myself an email.
Result....sound played. Will send another...Result...sound played...And another....SILENCE.
It seems that when I click on the Get mail icon, The NO NEW MAIL sound will attempt to play before any new messages are able to be retrieved, therefore over-riding the New Mail sound alert. The sporadic nature of all this makes it even that much more difficult to diagnose.
The fact that you write that it has been a long standing problem doesn't offer up much hope that Apple sees this as something that needs to be fixed. However, your insights and thoughts into the problem are very much welcomed indeed.

I forgot to ask...How does one deactivate the NO new mail sound in order try and test the timing issue?

How about disabling "play sounds for other mail actions" checkbox in Preferences/General?
Just tried it out! Cool! I got one Bing out of it!

LOL...I did the same and so far have gotten 2 new Glass pings.
Of course the jet taking off when sending mail is gone for the moment...But perhaps we have isolated the issue???? The NO NEW mail sound timing/synchronization is perhaps the Bug.
Now if we could just isolate turning off only THAT sound file (no new mail) for further testing.
Will let you know if my Pings cease!

Well, I got 2 Pings out of it, now it is dead again.
Next theory?
I am going to take my computer completely apart, rearrange all the circuitry and put it back together again and see if that helps.
The chicken idea is looking VERY promising.

I did get a good chuckle out of that one .MacTimelord. Ya gotta have a sense of humor about all this I suppose.
I am currently trying to come up with a new theory, after having taken my new macbook apart, extracted some unix code, re-soldered the circuit board, washed the hard drive off in the sink, and duct-taped the screen back to the body of the computer as a screw that attaches it fell down my air conditioner vent.
Oh, and by the way, I am consistent now too....My New Mail sound will not play at all unless I keep selecting it in Mail preferences.
On to the next theory...Anybody have one?

Well, my dear friends, I'm not sure what you are up to, but I have fixed my mail sound and I fixed it permanently and I can explain why some have this problem and some don't...
Blasphemy? Megalomania? Well, you may say so, but let me tell you what it takes and if you are willing to make sacrifices you shall have your Bing back!
So: Most probably you all have a lot of mail stored in your Inboxes, Archives, Sent, Junk, Trash, "On my Mac" and what not folders. You probably have a mess with Pops and iMaps and what not.
I sure had...mail dating back to the last century!
You want your sound back? Let go! Clean up!
(Even if you think you don't, there might be something stuck...so read on)
*I went online signing in with a Pop account and got all my messages off my mail server.
*I signed in with iMap and deleted all my accounts online, offline whereever.
*I took all my treasured mailboxes and locked them away in a Backup folder for good.
*I trashed prefs, Mail folder, Mail downloads folder after the backup.
In essence I cleaned any possible mess on my computer and the mail server!
And that's it!!! Go nuts sending mail to yourself and listen to that sound!!!
Mind you I can still import my backup mails and browse through them, but make sure you don't let Mail handle masses of Mails. It won't be able to handle it, it will get confused, time out, get stuck, crash and worst of all: It will stop playing our celebrated "Incoming mail sound!"
Hope this will do it for you all.

Yay! Real Max...I hope it continues to work.
But it did not work for me.
I have cleared my mailboxes, Have no mail on the server (I have it set to automatically remove copies off of the server), rebuilt mailboxes, verified permissions and all. But the problem still lingers for me.
I don't even have any RSS feeds coming in to the Mail app. I have, inbox (empty), sent box (empty), trash (empty).
I suppose at this point, I will have to take the position that Rodney 9 has...and just give up. I cannot fix it.
Nonetheless, I am very glad that you can once again hear your incoming mail sound.

I'm afraid I have to insist that my solution works.
So here we go:
You said you repaired your mailboxes, in other words you didn't delete them.
Don't clear them, throw the whole thing away! (trashing the Mail folder and Mail downloads in your Library)
How many accounts? All Pop or iMap as well? If Pop, have you ever set up an iMap account (even accidentally (.mac does that))?
Delete the accounts, leave no trace! Restart Mail!

Yeah here too, Real Max good luck/skill in gaining your new mail sound.
Your fix leaves me wondering about... A pristine new MacBook...
When I first setup our MacBook the email address I used had no old email on, or new email to collect from, the .Mac server. When I sent a test email to that email address on the MacBook from my G5 the new mail sound failed to work on this "brand spanking new" MacBook from the very beginning. There was no multiple mail accounts, no imported mail boxes, nothing complicated at all about the standard mail setup on that computer.
Since your posted fix Real Max I tried your method on my G5, since I have 6 email addresses and a massive amount of imported email in "old email boxes". I trashed prefs, mail's mail folder, etc...
No go, no new mail sound on the collection of new email.
Strangely, my sister's iMac (intel) of only a several months old plays any selected "new mail sound" she sets reliably with the arrival of new email... She has multiple accounts, lots of email, etc, etc... It just works!!

Ok, let me tell you how I came to this conclusion:
We all remember having everything work perfectly with Tiger, right? (Well, it did work for me at least)
So I concluded that I want to make my old PB my new "mail machine", reinstalling Tiger over Leopard.
(By the way, it is running much cooler now)
So yesterday I wipe the drive and after the install I log on to my mailbox and...guess what...NO NEW MAIL SOUND. ??? What? I thought Leopard was the problem!
So: I checked the activity monitor and saw it spinning out on a couple of tasks.
I started to delete mailboxes and made sure they also were deleted on the server (iMap).
If it's iMap, it doesn't help to "just" delete them on your end. I watched the activity monitor and made sure that the actions were successfully performed (empty activity, monitor, tasks open and close quickly)
After that, as I said I wiped my harddrive from any trace of Mail other than the app itself.
So: Be sure there aren't any serverside problems looming!
