Some users, especially those with a Mini, want to use European or other non-US PC keyboards rather than one made specifically for a Mac. They may then find that there is no software keyboard layout which exactly matches that of their keyboard. This is because Mac and PC non-US keyboards are often slightly different, and OS X only has software layouts for Mac keyboards.
So to use a PC keyboard the user may need to install an additional layout. One source of these for Latin-language locales (Belgian, Canadian, Danish, Finnish, French, German, Italian, Norwegian, Portuguese, Spanish, Swedish, Swiss French, Swiss German, UK Intl, US Intl.) is Logitech. Download the Logitech Control Center. Do not install this, but do Control-Click on the package to get at the contents, and copy LCCKCHR.rsrc from Resources to one of your Keyboard Layouts folders.
For a Russian version, get RussianPC.keylayout here. Azeri, Arabic, Mongolian, Tamil, and Urdu are also available.
If you need to make your own layout, the best tool is Ukelele.
For graphics of PC layouts for various languages, see this page.. Use Internet Explorer rather than Safari.
