It may be a permissions thing.
Can you copy the keychain folder onto your desktop and then import it?

One of the early "glitches" discovered was that the FileVault must be turned off prior to upgrading to Leopard. This corrupts the home directory.
The simplest solution is to restore Tiger from the backup clone, run it and disable FileVault. The reclone it and finally upgrade to Leopard.

There is a system keychain and one for each user.
Using Finder, select the user and then open the Library where you will find a folder Keychains.
Inside that folder is login.keychain
If you double-click it the keychain.app opens it.
Ditto for the system keychain - only you select Macintosh HD and open its Library but I don't think this is the one you want.

Using the Tiger disk will not reinstall anything. It will create a new installation, with a total loss of all previous data.
If you have any data, etc., worth keeping, you must back it up or you will lose it all.
