I reloaded because I had previously tried to update to 10.4 with a faulty CD that damaged some data. That may be why I cant open the application- but can I open it ??

Hi Ranger38,
I reloaded because I had previously tried to update to 10.4 with a faulty CD that damaged some data.
The term reloaded ?? is REBOOT you can reload a gun but not a computer.
Do the following ... insert the ORIGINAL CD that came with your computer an REBOOT by holding down the C-key on your keyboard until you see the grey screen with the spinning gear.
Now when the CD install program is loaded go to the Menu Bar an select REPAIR PERMISSIONS. This will hopefully put the data back as it was before you tried to install Tiger 10.4.
After the program is finish select REBOOT from the Menu Bar.
When this is NOT working an you can't still open any application than the only thing you can do is a clean install.
Post back with the result when running repair permissions.
PS. a achieve install in your case wouldn't help, because you don't know how much damage is coursing by trying to install Tiger.
By the way, what are your computer specimens from you iMac G3 ?? Model>Processor>RAM>HD

Welcome To Discussions ranger38!
Which application won't open?
Is everything else functioning normally?
If so, installing the 10.3.9 Combo Update, may correct the issue, but if not, please respond to the questions below.
Be sure you run Repair Permissions, from the Utilities folder on the HD, not the install disc, before and after the installation. Instructions posted below.
Exactly which model iMac G3 is it?
What is the Processor speed?
What size is the Hard Drive, and how much space is available?
How much RAM is installed, and is it original or added?
What was the original version of OS, that was pre-installed, when the iMac was manufactured?
And which version was installed, before the failed attempt to install Tiger 10.4.x?
When you installed Tiger 10.4.x, did you do an Erase & Install, an Archive & Install, or a Simple Upgrade?
When you re-installed Panther 10.3.x, which of the above three methods, did you use?
When you re-installed Panther 10.3.x, did you use a Full Retail Version, of the Panther Install CDs?
Run Repair Disk, and post the results.
THESE ARE THE STEPS FOR USING DISK UTILITY TO REPAIR YOUR HD
1.Insert the System Install disk, Mac OS X CD-ROM disk, or Restore DVD disk, then restart the computer while holding the C key. Use the System disk, of the OS, that is currently installed.
2.Once started up from CD or DVD, on the Menubar at the top of the screen, choose Disk Utility from the Installer contextual menu.
Important: Do not click Continue in the first screen of the Installer. If you do, you must restart from disc to access Disk Utility.
3.Click the First Aid tab.
4.Click the disclosure triangle to the left of the hard drive icon to display the names of your hard disk volumes and partitions.
5.Select your Mac OS X volume, if necessary.
6.Click Repair. If DU reports errors it has fixed, re-run Repair Disk until no errors are reported.
7.Repeat steps 5 & 6, but select the Hard Drive this time. It's usually the first listed with the manufacturer's model number. Make note of the S.M.A.R.T. status.
8.When finished, select Quit Disk Utility from the Installer menu.
9.Select Quit Installer from the Installer menu.
10.In the resulting pop-up window, choose restart.
11.After the computer has restarted, you can eject the CD.
TO REPAIR PERMISSIONS ON THE STARTUP DISK
1.Open Disk Utility, located in Applications/Utilities, and select the startup disk in the left column.
2.Click First Aid.
3.Click Verify Disk Permissions to test permissions or Repair Disk Permissions to test and repair permissions. (I never "Verify". Just run "Repair".)
Rerun RP until the only messages reported, are listed here Spurious Permissions Errors Using: 10.3.x, authored by Michael Conniff.
