I have the same problem.
With C-step disabled, I immediately get the 0xE8000065 error.
With C-step enabled, it tries to sync, but eventually times out.
Gigabyte P55-UD3R, Windows 7 x64

I'm not at home otherwise I would test this on Win7 RTM.
During Win7 RC I had to disable Power Management for each of the USB ROOT HUBs on my system to get my iPhone & Ipod to sync. Might be worth a try to uncheck the box in the Power Management tab in the device Properties for each HUB within Device Manager

Thanks for the suggestion. I gave that a shot and I'm still having the issue. With the C-State modification, it looks like it's going to sync and starts moving a little data, and after a very long timeout I start getting error messages. -6999 is the current one.

Oh my god.. that's actually currently working for me! It's presently syncing my library to my iphone at full speed!
I don't want to jinx it, I'm going to wait and see if it finishes (it'll take a while), just in case it doesn't work again -- but right now, it's working!
How I did it:
Clicked on Start / Control Panel / System / Device Manager
Clicked View -> Devices By Connection
Clicked the arrow next to ACPI x64-based PC
Clicked the arrow next to Microsoft ACPI-Compliant System
Clicked the arrow next to PCI bus
Clicked the arrows and expanded out everything with 'USB' in the description (eg Intel(R) 5 Series/3400 Series Chipset Family USB Universal Host Controller - 3B37
Right clicked on USB Root Hub / Properties / Power Management
Unticked "Allow the computer to turn off this device to save power"
Because I didn't know which port I was plugging the iphone into, I did all of them. But now the phone is working, I can see "Apple Mobile Device USB Driver" on my port 3B34, which is a port at the front of my PC.
So far, so good! Fingers crossed......

oh wow, this worked for me too!
still...I wonder where the problem lies. Is it the Windows fault for too aggressively saving usb power? The motherboard for telling Windows that it's safe throttling USB power? Or Iphone/Itunes for not requesting enough power? Either way, this needs to be patched up.

iTunes 9.0.2.25 seems to help too. Did nothing about power management and it works.
Has anyone tried the same thing?

iTunes 9.0.2 + power management off = 'Set Up Your iPhone' back again.

That appears to be a different error to the one we've been experiencing.
We've had the "Unknown error 0xE8000065" or whatever it is, nothing about 'set up your iphone'.
Anyway, I got the error back before, when i plugged in the iphone with itunes open. Closed itunes, unplugged and replugged the iphone, then opened itunes manually and it's working again.
It's not 100% but it seems a LOT better than it was for me

I was a windows user since the early days of microsoft thought i would never change.....sure am glad i did never will i own a pc againI know this dosent help answer the question ...unless you buy a mac and plug your iphone in -:)

I had the same problem (error 0xE8000065), but downgrading to iTunes 9.0.0 x64 seemed to fix the problem for me. Syncing now works fine.

I have had a new pc for the past 4 weeks. It is running XP as was my old pc. I was able to sync my iphone on my old pc and never even thought about it. And then when I tried to sync on my new pc it took 5 hours to sync and it was corrupted.
I thought then it came about because I had changed the settings to where iTunes data was stored. I reinstalled iTunes and it worked fine until yesterday. I again reinstalled iTunes but nothing has worked.
I was browsing through another forum and saw an issue on Windows 7 and iPhones syncing and noticed that the person had an i5 and a P55 motherboard. The light bulb went on. So I started googling for that and saw many reports on this problem.
So I can tell you its not a Windows 7 issue. It is a hardware issue as I am running XP SP3.
I have just tried the power setting in Device Manager and at first the sync looked ok. But now it has stalled again. So I dont think that will solve it tonight.
I may go out and buy a USB Pci card but after the reports here I dont hold out much hope.
However I am at least pleased its not a software issue as I was seriously thinking of formatting C:\ and resetting my iphone.
