Unable to activate parental control

I'm unable to activate parental control in a standard account. When clicking the check box safari asks for the admin name and pw, which it accepts. But the check box gets uncheck shortly after closing that window. I remember having ContentBarrier installed a long time ago. I wasn't sure if I removed it properly, so I installed version x4 and uninstalled it again - no success.
Any idea?

It seems there are residual files on your computer blocking Apple's parental controls. Go to the Finder and in the spotlight window type in "contentbarrier". Anything appear related to this product? If so, move it to the trash by highlighting the file, then command key + "delete".

Did that, nothing left. I did just assume that some gadget a installed a while ago might interfere.

Move the .com.apple.safari.plist file (User Library/Preferences Folder) to the desktop and restart Safari. Any change? If not move the file back to its original location replacing the newly created file. Post back.

I also removed pithhelmet, disabled fast user switching...
The checkbox always gets unchecked after closing the identification window. However, I realized that the parental control for safari gets checked for the account in the control panel visible by the admin. But the protection is still not working.

Do you mean that web sites, other than those established in Safari as acceptable for viewing, are also accessible?

One more question just to be clear:

The "standard" account you set up is not an administrator account. True? If your child has administrative privileges (full privileges) the parental controls will prove ineffective.

Please describe how you are setting up accessible web sites in Safari.

Standard account has no admin priveleges.
I thought only web sites in the bookmark directory should be accessible. But right now sites like www.sex.de are accessible-and I surely didn't bookmark them.

That's true. Strange other sites appear.

In the restricted User Account>Safari, if you enter a web site in the address bar, does a message appear telling you the site is not accessible?

Also, the Bookmark icon on the Bookmark bar ought to have a lock symbol. Is that what you're seeing. Clicking on the "lock" opens a panel asking you for your admin name/password. There you can add/delete any sites.

Nothing of the above mentioned hints at protected mode. And again, opening the preferences in the kids account always shows the parentel control unchecked. Any idea where to go next? Could there be a conflict with any other program like other browsers? Install a new system?

Other browsers would not be the problem.

Before going down the "reinstall OS" road, create another User Account. See if parental controls are functional there.

The protocol
Create User Account (non admin)
Select Parental Controls -
Check Safari and configure
Check Finder and Configure - make it a "simple" finder, then select specifically what apps you want to appear in the account, including Safari.
Close System Preferences
Log-on to new account>Safari
Set up your accessible web sites as well as various Preferences.

It seems like there is a fundamental problem with how Safari is operating, i.e. a problem with the application itself, rather than preferences etc.

The alternative here is to reinstall Safari. Have a look at this post offering guidance and direction. The only change would be to use the 10.4.7 combined update instead of the 10.4.4 update.

Post back with results.
