I am having the same problem. All the audio worked before, but I had to re-install Mac OS 10.4 from the DVD's. (I inadvertently destroyed an important file. ) Now neither YouTube nor the CBS InnerTube vidoes will play any audio at all. Also, some mpeg videos I played using Quicktime before... do *not* have sound now when before they did. In addition, a RealVideo file that had audio before... has *no* audio using the Real Player.
Some files using Quicktime *do* have audio, and some web sites that play audio *will* still play the audio.
All this smacks of a system problem. Too many programs are effected. Can anyone tell me what I have failed to install or what I need to get to make things work. I did a new download and install of Flashplayer, but that did *not* fix the problems.
(I have also downloaded and installed the update to bring the OS up to Tiger 10.4.9)

I'll post this info here because I had the same issue, but I managed to find out what the problem was. If any of you have been using Audacity, keep reading, 'cause that's the key: Audacity (at least on PPC) is UNSTABLE as H€LL. Most of times it hangs at startup, and you have to force quit it. Well, I've been lucky enough to relate the no-sound issue (strange issue, since it affects some applications only, like the Flash player, and hence, the soundless YouTube thing. MacMAME is also affected) to Audacity. I figure it locks some system resource, and when you force-quit it, the resource is not released. To solve the problem, use the SAME version you used when the problem appeared (that can be troublesome if you keep updating your software. If you have Audacity and you have been updating it, I guess you'll have to download older versions and just try all of them). Try to open Audacity, and if it hangs, force-quit it and keep trying until it actually starts up. Gentle-quit it, and the problem will be gone. It worked for me, at least. Hope this helps.
PowerMac G5 Quad, MacBook 2.0Ghz Mac OS X (10.4.10) PPC, you will be missed...

I installed Audacity 1.2.6 yesterday. Today I too have no audio on flash and YouTube videos. I also don't have audio on some quicktime stuff off the web. I've tried it on Safari and Firefox, same problem. My quicktime movies on my website work fine. I tired opening Audacity and quiting it, nothing fixed.
Should I uninstall Audacity? Not sure if that will do anything since I believe you just trash the icon from your Applications folder. Are there some property files I can delete?
I normally use Amadeus Pro, but Audacity has one nice feature that I don't have in Amadeus, so I installed it just for that one step. Now I'm sorry I did. I wonder if I should contact the Audacity people?
Any suggestions?
Thanks,
Alfredo

I found the fix!
I did some Google-ing and found the following link:
http://www.kaourantin.net/2006/07/universal-binary-update-sound-woes.html
Here is the fix:
Go to Applications->Utilities->Audio MIDI Setup and change the properties for the 'Build-in Output', changing the format from 96000.0 Hz back to 44100.0 Hz.
