Unable to open MobileDeviceUpdater

For the second time I'm now unable to sync my devices with Itunes/Music because after the latest IOS 13 update, the device icon won't appear. The first time this happened all I had to do was open the MobileDeviceUpdater application update it and everything worked fine, now when I try it I get this:

I've checked the applications folder and it isn't there so what am I supposed to do?
