My 13 year old can turn off Screen time without a passcode. How can I stop this?

My 13 year old can turn off Screen time without a passcode. How can I stop this? Eveytime I set it from my phone, he just goes into Settings/Screen Time and then he has an option which says Turn Off Screen Time and he doesn't need a passcode for this. So annoying. My 16 year old is set up the same but she doesn't have the option. She also has an iPhone XR. Thanks

Set up the younger childs phone as new and make sure it is using the latest iOS update. then set up screen time and use a restrictions passcode they cannot guess.
