Account disabled in app store and itunes?

My phone says “Your account has been disabled in the App Store and iTunes“ when I try to download an app. I’ve changed the card twice and nothing changes. How do I fix this?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
