It looks like you’ve already checked to ensure this isn’t a pre-installed app that can’t be removed.
We’d also recommend checking for restrictions that may interfere with being able to delete apps.
First, check Settings > Screen Time > Content > Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps and ensure this is set to “Allow.”
Also, you’ll want to navigate to Settings > General and check for a “Profiles & Device Management” option. If you see one here, we’d recommend working with whomever supports that profile to ensure this is not restricted.
If you still need assistance after checking, we’d recommend contacting Apple Support. Get Support

If you are experiencing difficulties with removing Apps from your iPad, you need to check your ScreenTime restrictions:
Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow
