The earliest iPad Mini that can support an Apple Pencil is the iPad Mini 5. Your iPad Mini is too old.

iPad 9th gen (in a decent case with a decent screen protector), and an Apple Pencil (1st generation) or Logitech Crayon. It should last a good few years. Please note, the Logitech Crayon has no pressure sensitivity, but it will survive much tougher drops.

You'd need to look into something like the Pogo Sketch from TenOne design (or one of the many similar products).

Don’t bother with an iPad from 2012. Get a refurbished or new model from Apple, or Apple’s store on Amazon, or an authorised reseller.
