I cannot change any of the settings under Security & Privacy>Privacy>Files and Folders .
yes, i have authenticated and the lock at the bottom left of the pane is open.
restarting has no effect.
Adding the app to "full disk access' has no effect.
Something is wrong here, Apple!!!

You cannot add apps to Files & Folders. The app has to be programmed to ask for permission to access your Files & Folders. If it is not programmed to ask, it cannot gain access.

That's unfortunate. I miss having more control over my operating system.
