My account has been disabled in the App store and Itunes

My Iphone has been disabled in the App store and Itunes. I try to put in my new debit card but will not take it. Any ideas?

iPhone 12, iOS 15

What was the result when you followed the guidance in the Related Article above your name on this page, that you were reading just before you posted here?
