I am a chinese printer factory, how can i get the Airprint technology? who i should contact in China? do i need to get any certificate first? anyone can help me??

Seems you would like to add AirPrint capability to the printers you manufacture in your factory.
As we are an Apple user-to-user community, there may be no-one here with the knowledge you require.

Seems you would need to contact Apple Support in China, to find out who to speak with for replies to your business questions about Apple's AirPrint technology:
