We all have to start somewhere - iPad and iPadOS being no different in this respect to any other device or computer.
All iPad models are available in two versions - WiFi+Cellular and WiFi Only, the latter being noticeably cheaper for the equivalent model. Many new buyers, with no obvious requirement for Cellular connectivity, sometimes choose the WiFi Only (i.e., non-Cellular) model to save some money.
While mentioned in the device specifications, it is perhaps not obvious that WiFi Only models also lack GNSS/GPS functionality - and this only becomes noticed when positioning capabilities are needed when away from a fixed WiFi network. This inevitably leads to frustration and subsequent disappointment.
More knowledgable users often, when purchasing, choose a WiFi+Cellular model iPad in preference to WiFi Only - for two fundamental reasons:
1) WiFi-Cellular models have built-in GNSS/GPS positioning (just like an iPhone).
2) While having no immediate need for Cellular, a Cellular connection can be provisioned directly from the iPad - if and when required.
As described in my earlier reply, it is possible to use a compatible third-party GNSS/GPS receiver to add GPS capabilities to any iPad - but, while viable, this is perhaps less convenient in that you now have a two-box solution.
