M2 Pro Macbook Audio Output for Low Impedance Headphones

Macbook is providing 1.25 volts rms for under 150 ohms and 3 volts rms for over 150 ohms. Planar headphones like HE400SE and others generally have low impedance but need more power according to their sensitivity, it's hard to drive. My question is how can I get 3 rms with 32 ohm planar headphones? I don’t know why Apple set their output level according to ohm value, there are so many headphones using low impedance but eager for energy.
