imessage and facetime activation error

I've got a new ipad earlier in the week. Set up all fine, logged into my apple ID.


Today I've gone to try using facetime for the first time.


However, when I try to log in I get an error saying "an error occurred during activation. Try again."


Have tried multiple times with no success. Have searched for advice, but nothing helps. Most support things say to go into settings and toggle message and facetime off then on again, bit I don't even have that option.


I have tried:

1) checked for updates and updated.

2) ensured time is set automatically.

3) reset network settings.

4) shut down and restarted.


Is there any other things I can try, or does it need a hard reset?
