When I clipped on the app for code scanner, it was sent up to those included with my apple iPad. My question is, does Apple have any apps that are free where I could upload the code scanner on my iPad?

Your iPad can natively read QR Codes without installing additional Apps. This and other features of iPad and iPadOS are described in the often overlooked iPad User Guide.
