I have been unable to share location through messages

i’m having trouble sharing my location because when i go to location services it’s says ask first or when i share and i press that but when i go back to messages it doesn’t give the option to always allow it only says allow once allow while using app or never and i press allow while using app and it doesn’t let me share indefinitely
