Unable to verify Apple Pay on iPhone Pro

iphone 15 pro only can verify apple pay by call. and after called the bank, still cant verify.

This is really annoying because the bank said can try again after 15 minutes but this has been hours since the call and ive tried multiple times already to add my card it’s still the same. I wonder why i CANT add THE SAME card on my iphone 15 pro but CAN on my apple watch. My apple watch can verify thru text message while my iphone 15 pro only by call. Please fix this bug APPLE
