Im trying to add a card to my apple id to be able to enroll in apple developer but it doesn't let me and tells me to contact apple support which I also cant do for some reason.

Okay, whatever is immediately happening here with your Apple ID payment method is unrelated to your goal of developer enrollment, so start with contact with Apple Support.
If you have an add-on VPN app installed, remove that, force a restart, and try contacting Apple Support again.
