How can I let my child open the YouTube app under my login information on his phone with restrictions?

I downloaded the YouTube app on my child’s phone and logged in under my ID. Now with the restrictions I have on his phone he is not able to open the YouTube app. I have restrictions within the YouTube app so I want to let him use it. How can you allow access to the YouTube app without taking off the phone restrictions?

The usage time feature never worked in its entirety, only some functions, and Apple pretends not to see it, I was informed that not even Apple's software engineering knows what is happening. I have had an open ticket with Senior support for more than 3 months and no one knows what is happening in Apple's systems.
