icloud asks for passcode for my other ipad, but it keeps telling me the passcode is wrong.
Both iPads use the same passcode. Both iPads are running the latest iOS.

I understand both of your iPads being linked to your same ID and password, but could your other ipad have apps that are being shared via Family Sharing with the purchaser being from another Apple ID?
