Sharing Photos Library on Mac with a 2nd User

My photos are stored on my Mac and I can view them in the Photos app (macOS Ventura Version 13.6.7). I created a 2nd user on my Mac with Admin rights, but the photographs and albums are not all in the Photos app under the 2nd user.

Is it possible to set this up so the 2nd user can also view all photos that appear in the photos app under the 1st user? If so please guide me in setting this up.

Note: it isn't preferable to use iCloud as I would need to purchase addition space to store all photos. Furthermore the contents on my Mac are backed up regularly, so there's nil need for me to store my photos in iCloud.
