Can't stop Safari from opening on restart and then triggering the App Store

I'm trying to sort out an issue on my dad's iMac. It's a late 2015 running Monterey (12.7.5) The OS just updated today. Every time the computer restarts, Safari opens, opens a tab for apps.apple.com (MacOS High Sierra page) and then opens the App Store.

I've done all the obvious things: malware scan, cleaned out extensions, removed any settings to open any programs on login. Checked preferences in Safari and App Store. I removed Safari as the default browser and set it to Chrome. Yet Safari/App Store STILL opens every time on restart.

The problem doesn't happen when restarting in safe mode.

Anyone have any ideas? I'm at a loss.
