turn off safari smooth scrolling

I'm using Sonoma that has Safari 17.5 from the Share Screen feature. Mouse wheel scrolling is very slow in Safari, presumably because of smooth scroll. How do I turn it off? I see a lot of articles about a debug menu, but I haven't figured out how to get it on this version.
