I bought a new iPad 2 and the download speed is 1mbps while everything else on my network is 10mbps. I am measuring the speed with the speed test.net app and running a YouTube vedio at native quality. I have tried adjusting the DNS an there is no QOS blocking it. Why is this an how can I fix it

What make/model/version router are you using?
With Comcast I get results up to 20 Mbps download with a Netgear 802.11g router.
OK, perhaps this is an obvious suggestion, but are you certain you are on wifi and not your 3G connection? 1mb sounds very much like 3G speeds....you can go in the speediest.net app and look at your results and it will tell you on the first line. It also gives you the opportunity to change your server to make sure it isn't limiting b/c of the server you are connecting to.
I'm using a linksys wrt160n router... And it is a wifi only model so I could not be on 3G (sorry I should have mentioned that)

You did not mention which version of the Linksys WRT160N router you are using (there are three versions).
I would suggest downloading the latest firmware for your router from Linksys at this link: http://homesupport.cisco.com/en-us/wireless/lbc/WRT160N
Before you do anything too crazy make sure you reset the iPad and router....if you have not already. You can also try telling the iPad to "forget" a network in the wifi section of the settings app.
I found the problem. It was the WMM setting on the QoS page.nit has to be turned off
Yes that's the ticket. Turned off WMM on my Netgear and everything is happy. Now the question is WHY does the iPad slow down with this while the iPhone does not? What happens with my media streaming devices in the house that might be depending on WMM to get good performance?
