i had it stolen from me today, and i wasn't able to download the tracking application, because my phone would freeze when i tried syncing it onto my phone.

AFAIK, not without a court order, at the least, sorry.
This may be something you have already thought of, but maybe this will help someone else.
File a report with local law enforcement.
If they have the time/staffing/interest, they will pursue tracking the device with a court order.
Apple will not assist users with tracking lost/stolen devices, it simply is not their responsibility.
You can try several different apps to track a stolen phone.
