My phone is locked up on the losck screen asking for passcode. I cannot turn the phone off or turn it on.

Is it not accepting the password?
Press and hold the Sleep/Wake button and Home button for 10-15seconds until the white Apple logo appears. This will reset the phone.

If you can't remember the Passcode, you need to restore the device from the computer it was last synced with.
