Looking at Task Manager and the location of the files the above errors are pointing to, it's apparent that iCloud.exe is a 32bit executable located here:
"C:\Program Files (x86)\Common Files\Apple\Internet Services\iCloud.exe"

It would seem that essentially, MobileMe Control Panel has been replaced with a newer UI and called iCloud.exe, and supplemented by a service called iCloudServices that runs fulltime (as long as the system is powered up, no login necessary):
"C:\Program Files (x86)\Common Files\Apple\Internet Services\iCloudServices.exe"

Any new news on this matter?

Today, on iCloud 1.0.1, I'm now able to send in a report. The (non-personally identifiable portion of the) email it generates, begins generically like this:

Your setup couldn't be started because of an unexpected error.

Error: 0x80004005: CopyPSTFoldersToCache

Error: 0x80004005: GetZ1Store

Error: 0x80004005: HrGetOneProp on Z1Store failed

And now, with the new iCloud Control Panel 1.1, still an error, in English this time:

Outlook Setup Error

Your setup couldn't be started because of an unexpected error.

I was able to click the Report button, here's the beginning of the text it emailed:
