If my phone is dead/ or turned off, will my find iphone app/icloud find my phone/ sound an alert?

If powered off, there is no connection with the cellular network and/or with an available wi-fi network.
If the iPhone is off, no sound can be played. Off means off with the iPhone, which doesn't mean a very low powered state as is avaialble with some other phones.

But will it show up on the "find my iphone" mobile/me map?

Your best bet would be to get lookout in my expirience it has worked without a data connection but no app iPhone locators work when the phone is a off state.
the last known location of the iphone will be displayed on the find my iphone map if it is off or not connected to a network with internet
