iPhone 4s is frozen with a black screen and white circle ticker. It won't shut off, restart or do anything. Please help!!!!!!

Plug it into iTunes and restore it. Make sure you back it so that you wont lose any of your content.

buy a better phone.

You can hold the Home and On/Off button simultaneously for a few seconds and it will do a hard reset. This should work any time it freezes.
