Unknown. But Apple also decided not to include a clock App either. The good news is there are numerous Apps available to use, lots of them free.

There is a free app in the store, just search for calculator. There is a $1.99 version, but the free one works fine.
I use Calculator LCD and it is absolutely fabulous. And, from memory it is free! I tried a number of others and deleted them before deciding on this one.
Go to the Apps Store, type in Calculator LCD, and read about.
As the developer I am biased but I would suggest looking at Perpenso Calc. It is five calculators in one: scientific, statistics, business, hex and bill/tip. With its support for RPN, fractions, complex numbers and many other features it is comparable to traditional handheld calculators. Worksheets offer a more natural way to enter, edit and view data and to perform some common calculations. iPad specific functionality includes customizable display lines.
