Its rotation lock and the symbol means it is currently on.

To turn if off, press your home button twice to get to the multitasking bar, then swipe to the right on that bar to get to the playback controls. You should see that same symbol next to those playback controls. Tap on that symbol and it will turn off rotation lock on your phone.

If you want it back on then you just go through those same steps again.

The screen orientation is locked. Double-tap the Home button to bring up the open app list, scroll once to the left where the music player is and you will see the exact same icon on a button to the left.

That's the lock screen orientation toggle.

How can you take the lock off using the new update ios 7? i dont even know how i put the lock there in the first place!!!

Pull up the Control Centre from the bottom of the screen. You can switch the lock on and off from there. It's the row of buttons which includes Airplane Mode and WiFi.
