The earbuds on my Iphone 4S makes electrical noise and I get electric shock in both ears.

Because they're broken or defective. Take them to your local Apple Store. If they're defective, they should replace them for you. Or, do yourself and your ears a big favor and buy some decent earbuds.

I seriously think you should just get a new pair of earphones. Electric shock in ears...doesn't sound very safe.

There's not nearly enough current to do damage. However, it's bound to be uncomfortable.
