I live outside the US and want to buy an iPad3 3G with no carrier plan, due that I don't need it.
Can I buy such device at any regular Apple store?

When you buy The New iPad, you don't need to buy the carrier plan. As you are out of the US you can use which ever carrier you want with their 3G plan.

Sorry for been such an ignorant in this matter.
The iPad you buy at the store would still be either with AT&T or Verizon, but don't need to use either of the carriers. They aren't specificaly locked with the carrier, as you can use with carriers that do have 3G in other countries.
